With reference to your letter of the 1st instant

(18257/1922) forwarding a copy of an Ordinance passed

by the Legislature of Hong Kong to provide for police

supervision of certain persons, I am directed by

Mr. Secretary Shortt to say, for the information of

Mr. Secretary Churchill, that much less value is now

attached in this country to police supervision as a means of preventing crime than was formerly the case

and it is now ordered by the Courts in only a few cases.

While, however, Mr. Secretary Shortt has some doubt as

to the efficacy of this means of checking crime, he sees no objection in principle to the Ordinance in question.
